Ruling Partido Popular Councillors implicated in the Brugal illegal dumping scandal.

Ángel Fenoll the owner of the refuse company. Colsur SL, accused of dumping waste illegaly and overcharging for the services, claims to have recorded the occasions when he handed money over to three of the Partido Popular Councillors. Fenoll calims to have video and voice recordings of the  occasions he gave “backhanders” to the ex Mayor and present Deputy Mayor, Javier Morató, Councillor for Tourism, Juan Rossello, Councillor for Finance, Fernando Penella, ex Town Planning Councillor and isquierada unida member, Manuel Roura and Francisco Artcho, brother-in-law of Rosello. The recordings Fenoll has given to the Procurator Fiscal date as far back as 1998. The alleged recordings are primarily of the irregularities that occurred during the award of the contract to Colsur SL for taking the Town’s waste to an illegal landfill in Orihuela. The later recordings apparantly are of discussions about the manipulation of the weight of the garbage disposed of. The records show payments from the Town Hall for large amounts of waste disposal. In reality much smaller amounts of waste were disposed of. The money for the difference between, what was declared and what was actually disposed of, was alledgedly recorded being handed over to the accused.
