If you live in Calpe for most of the year, registering on the local padrón is an important step. The padrón, officially called the Padrón Municipal de Habitantes, records the people who normally live within the municipality.

Registration helps Calpe Town Council understand how many residents use local facilities and contributes to the funding and planning of services. You may also need evidence of your registration when accessing healthcare, education, social services and certain municipal benefits.

This guide explains who should register, where to go in Calpe, which documents you may need and when foreign residents must renew or confirm their details.

Important: Requirements can vary according to your nationality, family circumstances and connection to the property. Check the latest information with Calpe Town Council before your appointment.

What Is the Padrón?

The padrón is the official municipal register of the people who habitually live in a particular Spanish town or municipality.

Being registered is known as being empadronado. The process of registering is usually referred to as empadronamiento.

The padrón is separate from immigration and residency procedures. Registering does not grant legal residency, replace a visa or provide permission to work in Spain. It records where you usually live for municipal purposes.

Who Should Register in Calpe?

According to Calpe Town Council’s padrón information, every person who habitually lives in Spain must register in the municipality where they normally reside.

If you divide your time between several homes or municipalities, you should register only in the place where you spend the greatest part of the year.

Spanish and foreign residents can register, including:

  • Homeowners
  • Tenants
  • Families with children
  • EU citizens living in Calpe
  • Non-EU residents
  • People living at an address where they are not named on the property deeds or tenancy agreement, subject to the required authorisation and evidence

Registration on the padrón should not be confused with obtaining an NIE or completing Spanish residency requirements.

Why Is It Important to Register?

The number of people recorded on the padrón influences the funding Calpe receives for local services. Registering therefore helps the council plan and provide facilities for the people who actually live in the town.

Depending on the service and your circumstances, evidence of padrón registration may also be required for:

  • Accessing public healthcare
  • Enrolling children in public schools
  • Applying for municipal benefits and assistance
  • Accessing social services
  • Proving your address
  • Certain residency and administrative procedures
  • Voting in eligible municipal and European elections
  • Accessing services and discounts for older residents

Calpe Town Council also identifies benefits including access to home-support programmes, services at the senior citizens’ centre, discounted local bus travel for eligible older residents and free Spanish courses for foreign residents.

Do You Need an Appointment?

Yes. Calpe Town Council states that in-person padrón procedures must be completed at the OAC with a prior appointment.

You can book an OAC appointment through the official Calpe Town Council website.

Once your appointment is confirmed, you should receive a QR code or booking information. When you arrive, use the ticket machine in the OAC waiting area to scan the code. If you do not have the code, the machine allows you to enter the numbers from the identification document used when making the reservation.

The council advises that the ticket can only be generated up to ten minutes before the appointment. A maximum of three matters can be handled during one appointment.

Certain padrón procedures may also be available through the Calpe Electronic Office if you have a recognised digital certificate or electronic DNI.

What Documents Do You Need?

For a new registration or change of address, Calpe Town Council currently asks residents to provide valid identification and evidence connecting them to the property.

You should take:

Proof of Identity

Depending on your circumstances, this may include:

  • DNI
  • Passport
  • NIE certificate
  • Spanish residence card or TIE

Make sure all identification is current and take the original documents.

Proof of Your Calpe Address

Calpe Town Council lists several forms of acceptable housing documentation. Take whichever applies to you:

  • Property deeds
  • A recent IBI payment or bill
  • A current rental agreement together with evidence of the latest rental payment
  • An electricity or water bill connected to the property
  • Written authorisation from the owner, supported by documentation showing that person’s ownership of the property

The exact documents requested can depend on your situation. Contact the Padrón Department before your appointment if your evidence does not fit neatly into one of these categories.

What If the Rental Contract Is Not in Your Name?

You may still be able to register, but you will need evidence showing that you genuinely live at the address.

Calpe Town Council states that an applicant can provide authorisation from the property owner together with documentation proving that person’s ownership of the home.

If you live with a partner, relative, friend or tenant whose name appears on the property documents, contact the Padrón Department before attending. Ask whether the person authorising your registration must attend and which identification, ownership documents or authorisation forms are required.

Do not assume that a simple handwritten letter will always be sufficient.

Registering Children on the Padrón

Children who normally live in Calpe should be included on the padrón.

The documents commonly required when registering a child can include:

  • The child’s passport, identity document or residence card
  • Birth certificate or family book
  • Identification for the parent or legal guardian
  • Evidence of the family’s Calpe address
  • Custody documents or permission from the other parent where relevant

Calpe Town Council’s general online checklist does not currently provide detailed instructions for every family situation. Parents who are separated, registering a child at a new address or attending without the other parent should contact the Padrón Department before the appointment to confirm the exact documents and permissions required.

Foreign documents may also need an official Spanish translation or other supporting formalities.

When Must Foreign Residents Renew or Confirm Their Registration?

Foreign residents should not assume that their padrón registration remains current indefinitely.

According to the council’s latest published campaign:

  • EU citizens registered on the Central Register of Foreign Nationals and non-EU citizens with long-term residence should confirm their padrón registration every five years.
  • Other foreign residents must renew their registration every two years.

The council has warned that some foreign residents are removed from the officially recognised population figures because they have not renewed or confirmed their registration.

You should also update the padrón whenever you change address within Calpe.

If you move to another Spanish municipality, you normally register with the council in your new municipality rather than requesting a separate cancellation in Calpe.

Because renewal requirements depend on nationality and residency status, confirm your individual deadline directly with the Padrón Department.

What Is the Difference Between a Volante and a Certificado de Empadronamiento?

After registering, you may be asked to provide proof of your padrón details.

A volante de empadronamiento is an informative document showing your registration details. It is often accepted for routine procedures.

A certificado de empadronamiento is a formally certified document used when an authority or legal process requires official proof of your registered residence.

You may also encounter:

  • Individual documents, showing your own registration
  • Collective documents, showing the people registered at an address
  • Historical documents, showing current and previous registration information over a specified period

Ask the organisation requesting the document whether it needs a volante or a formal certificado. Requesting the correct version can prevent delays.

Some organisations require a recently issued document even though your padrón registration itself remains active.

Is There a Fee?

Calpe Town Council states that all padrón procedures are free.

Be cautious of third-party websites charging simply to provide the council’s appointment link or basic application information. A gestor or legal adviser may charge for professional assistance, representation or help with a complicated case, but the municipal padrón procedure itself is free.

Can Someone Attend on Your Behalf?

The council expects the person concerned to complete an in-person padrón procedure personally.

If attendance is impossible due to force majeure, an authorised representative may be allowed to act on the applicant’s behalf. The council states that the representative must provide:

  • A completed and signed authorisation
  • Evidence explaining why the applicant cannot attend
  • The representative’s original identity document
  • The applicant’s original identity document

Contact the OAC before arranging representation to confirm that your circumstances and documentation will be accepted.

Before Your Appointment

Use this checklist before visiting the OAC:

  • Book the correct appointment
  • Check that your passport or identification is in date
  • Take original documents
  • Take proof of your Calpe address
  • Include the latest paid rental receipt if relying on a tenancy agreement
  • Arrange the owner’s authorisation if the property documents are not in your name
  • Confirm additional requirements for children
  • Take custody or parental authorisation documents where relevant
  • Save your appointment confirmation and QR code
  • Ask whether foreign documents require an official translation
  • Confirm what is required if another person will represent you
